Eight New Projects for Morocco during the Next Decade
With precise objectives Morocco has launched eight new plans and strategies, all of which aim to boost the Moroccan economy in the next decade.
Green Morocco Plan
Developed by the firm McKinsey, the Green Morocco Plan aims to attract investments estimated at 10 billion DH (909 million euro) per year. In other words, its goal is to double the agricultural GDP in ten years, producing a wealth of an additional 100 billion dirthams (9 billion euro) DH in 2020. The programme also aims to create one million agricultural companies. Regarding the budget, the State had provided a budget of 50 billion DH (4,5 billion euro), in addition to the Hassan II Fund and private investments.
Halieutis Plan
The Halieutis Plan, unveiled in September 2009, is a very ambitious programme with a series of targeted actions to modernize the fishing industry. More than 6.6 billion DH (550 million euro) will be devoted to this project whose deadline is 2020. The plan's aim is to double the GDP of the activity. Thus, 21 billion DH (1,9 billion euro) of additional GDP are expected. The share of Morocco in the global market is expected to rise from 3.3% currently to 5.4% in 10 years.
Emergence Plan II
Adopted in February 2009, the Emergence Plan II comes with measures to support exporters. The total cost amounted to 16.4 billion DH (1,7 billion euro) funded for three quarters by the state, and up to 4 billion DH (363 million euro) by the private sector. Emergence II has also set up 22 industrial complexes to be built according to international standards by 2015. Not to mention the rehabilitation of existing industrial areas.
Vision 2015 for Handicrafts
In February 2008 the Secretariat of State in Charge of Handicrafts has introduced Vision 2015 for this sector. The State devotes a total budget of 2.8 billion DH (182,5 million euro), spread over ten years. The total turnover should increase to 24 billion DH (2,1 billion euro). Exports will be brought to 7 billion DH (636 million euro) and purchases of foreign tourists will reach 7 billion DH (636 million euro) too. The contribution to GDP is estimated at 10.3 billion DH (909 million euro). Over 117,000 jobs will be created.
Digital Morocco 2013
With a budget of 5.2 billion DH (460 million euro), “Maroc Numeric 2013” (Digital Morocco 2013) is structured around four strategic priorities, namely providing citizens with high-speed Internet, bringing the administration closer to the needs of the user through an ambitious e-government programme, and encouraging the computerization of SMEs. 7 billion DH (636 million euro) direct and 20 billion DH (1,8 billion euro) indirect additional GDP are anticipated and 26,000 additional jobs will be created, announced Ahmed Reda Chami at the launch of the plan in October 2009.
Rawaj Plan 2020
The Rawaj Plan 2020, officially launched in 2008, is a plan for development and modernization of commerce and distribution. In order to support the dynamism of the sector, the government designed the Rawaj programme with the aim of contributinhg 15% of GDP and create 450,000 new jobs by 2020.
Vision 2020 for Tourism
After "Vision 2010" the government is engaged in the elaboration of "Vision 2020" which will set the broad national ambition and marketing of Morocco for the next 10 years. The development of the vision 2020 for tourism has not yet been completed. It has been entrusted to the global management consultancy company Booz & Co, after an international bidding process.
Biladi Plan 2012
The Biladi Plan 2012 has as a strategy the promotion of domestic tourism. It aims to provide 30,000 beds in 2012 and made 9 million nights in commercial accommodation. This plan will create 3,000 direct and 12,000 indirect jobs and relies on public-private partnership by providing investors property at an attractive price.
