Three Plans to Improve the Culture Sector in Morocco

Several projects are being finalized in the cultural sector. The coming years should see the birth of several projects. The most important of them include: Assistance Fund for Music, Plan to upgrade theatre, and finally the Reading Plan.

Assistance Fund for Music

This project dates from the time of the mandate of the former Minister of Culture Touria Jabrane Krytef. In 2008, a draft decree had been proposed by a Government Council and rejected before being discussed at a study day. The way to fund the works had been discussed at the time by Communications minister Khalid Naciri. This department is required to be much more involved in the case. Today, this project which aims to fund 15 musicals works a year with a budget of 4.5 million DH (410, 000 euro) is in care of the current Minister of Culture Bensalem Himmich. Implementing legislation must be approved by the Minister of Finance before being finally sent to the General Secretariat of Government and to officially be implemented.

Plan to upgrade Theatre

In 2009 theatre professionals have heard of a plan to upgrade the situation of theatre in the kingdom. In November 2008, the union of professional theatre artists were invited to a meeting of actors and directors to shed light on all the faults of the industry and offer all possible avenues to a positive change. The three-day meeting has actually resulted in several recommendations regarding particular areas of training, review of support funds and the professional situation of artists.

Reading Plan

The National Plan for Reading is a document that consists of 700 pages. Former Minister of Culture Touraya Jabrane Krytef had delivered the document to HM King Mohammed VI just before the end of her mandate. This plan of reading was made by a scientific committee, the members of which include Hassan Ouazzani, Kacem Basfao, Abdeljalil Nadem, among others. The plan makes, first, a diagnosis of the situation and is based on different studies on the ground. It also covers the main obstacles that face the publication and distribution of books in Morocco. Another part of the document gives practical solutions. Many ministries are involved in this project. This plan should be implemented in the next two years once it is approved and validated.
